Fitting a 1 1/8" steerer crown into a tapered Headtube with Hope headset.
I just want confirmation on what is needed:
1 1/8" Headset for Top
1.5" Headset for the Bottom
1 1/8" to 1.5" Crown Converter
And to confirm that the converter increases the size of the folk crown to 1.5" and the bottom race sits on that?

all correct.
the Hope adaptor part number is HS136

Excellent, that long looking at the Headset PDF from Hope, I though I was going Mad.
