I think that might be a bit flawed. Basing it on population means that it thinks Slough is a more significant local target than NATO HQ in Northwood, RAF Northolt, or Heathrow.

Yea, needs more work to make most of those variables automatic. I'm a survivor unless the Russinas really hate Middlesborough (which would be understanable).

Looks like a targeting index of some sort. The more aggressive the strike, the smaller the population of the urban conurbation needs to be before it's targeted. It's also assuming they'd only use one device per target, so London would only get one of whatever warhead you chose.

According to that the nearest target to my house would be Nelson, Lancs.
