Like you I put a 38 on my gravel and added some Superstar flats, I've been riding all sorts of rough terain on the flats for over 3 years with never a problem.

You can use whatever pedal you like.
But i do like SPDs
I'd be swayed by the mileage you plan and the split between on and off road.
If it's effectively a road bike with big tyres - road shoes and pedals.
Higher mileage with some off-road - SPD.
A faux 90s mountain bike to make local trails more challenging -flats, or even clips and straps for that authentic feel!
