Friend of mine is going touring with his mountain bike, he wants to use the mountain bike and keep the boingy fork. Any recommendations for a front pannier rack he can use?

There not much more than a Tara, Tubus is about the best you can get (along with Old Man Mountain), you pay for what you get.
You get waht yo pay for. its really solid and well made without being too heavy and holds the panniers well. the only other solution is to use clamp on lowriders which are unsprung and wobbly in comparison.
I used old man mountain rack while touring New Zealand. Worked really well, cheaper than buying a rack and second set of forks. Also means you have suspension if you want it as they mount on the fork lowers.
