Isn't that the gnar dial 😆
It's just so you can rotate the QR lever to your preferred angle. No idea why it has numbers.

not quite Shredder, its purely for setting the position of the closed QR lever when at the correct tension.
Technically its an axle nut, but I think tension adjuster works well too 😉
