It appears 25.4mm bars [i]don't[/i] go into a 26.0mm stem, much to my disappointment. What's the solution? Shim with coke cans as per seatpost, or are there any other solutions?

For 0.3mm either side coke(other soft drinks are available) can should work.
TBH I would be surprised if you haven't done it already as its a proper Yorkshire fix 😉
