Can I get a reducer or something that allows a modern bar (31.8) and stem to be fitted to my junk shop Raleigh hardtail.....it has a narrow headstock thing .. Not sure what the old size was I just want to bling this thing up a bit to make it more fun
I bought it for £25 and it lives at my mums for when I visit so don't want to spend too much.

And you are certain it is not a 1 1/8th steerer?
If it is a 1 inch steerer then it'll be some thing like this you will need

How do I measure the steerer?

I know I'm crap but do I measure the internal bore of the hole that the stem goes in?
No, the outer diameter of the tube it clamps on to.
Think I'm getting it now..... this shim thing sits up top of the skinny steerer and allows you to fit a normal stem.....is that it??
Er, why don't you just see if the stem you have fits.
I'd be very surprised if the bike's steerer tube is 1". My old raleigh from 1999 was 1 1/8".
(apologies if you meant you have a stem for an oversize (1.5") headtube)

Job done..... it was a 1 1/8th steerer DOH.....£10 stem from Go outdoors and were off
I only ride this beast when I'm over at my mums 2/3 times a year but I'm actually enjoying it mmmmm! Could be an omen
