[Closed] Fascinating Fork Mudguard Fitting Question

I'm fitting a mudguard to carbon forks on my Merlin GP2. Blade shaped, perhaps 7-10mm on width.

The guard fitting hole is oversized diameter and unthreaded 3-4mm.
It's then correct diameter but only has about 2mm of thread depth.
The bolt then hits the other side of the carbon leg.

I'm wondering if this is normal, or have my fork mounts been moulded in back to front?

Looks odd/wrong to me. Unless it serves to hold a plug in place when you're not using the mudguard?

Should still work with a bolt that is carefully cut and filed to length though?

That's my plan - I've actually got a bolt that with two washers is perfect.

It just seems odd way around in the frame.
