Thinking to drill and tap the nds end of the axle, press a bearing into the trailer hitch eye sandwich this with washers, bolt through into the newly threaded axle.
To be able to use the axle - thread lock bolt in?

Have you checked out the Robert Axle Project.
Even if you decide they are too pricey you could copy their methods.
