The negative chamber is losing air , it always seems to end up half of what's in the positive chamber.
Could it be as simple as a sticky valve or what is the next most likely culprit?

Or just let's out air when you remove the shock pump. The negative chamber is very small so easy to lose half the air when removing the pump.
It's not so much the loss when disconnecting the pump, but more that connecting the pump dramatically increases the volume so looks like the pressure drops.
Can the internals be upgraded to something better?
A coil, maybe. It would be a mackle up rather than a proper kit I imagine. You can't go Debonair as there's no dimple bypass port between positive and negative cambers inside the stanchion.

In practical terms, no. The Dual Air system was replace 10 years or so back so very unlikely to be anything you could just plug in and expect to work.

Id argue that dual air was way better than solo air in terms of performance and adjustability.
it's probably a seal that needs replaced/regreased, or as others have said, the valve core needs replaced. easily done.
Yes, a new valve core is obvious. I usually put a few CC of fork oil into each chamber, turn them upside down and roll them around to spread the oil, and then inflate them to 50 psi and cycle them to work the oil through the seals. This helps the seals to seal properly. Then remove the valve core and let any excess oil drain out so it doesn't mess up the volume of the negative chamber.
