I've got a hard tail that I'm thinking of commuting on. I'm going to put some semislicks on, but do I need to change the rims? They're pretty standard XC/trail rims by Bontrager/Mavic.

no why how rough is your commute?
If it is all road go full slicks /road tyres semi slicks are rubbish on and off road imho.
If 7 miles + I would get a road bike personally

For convenience you could consider splashing out on another pair of wheels - Merlin do some great bargains. Just keep those with some slicks on (agree semi slicks are just not much cop at anything). You can also fit a closer-spaced cassette on the commuting wheels.

Junkyard - want to give it a try for a week or two first, before investing.
