when I was riding last year, the rear end of my bike (cannondale gemini) started developing some play. I swapped the bearings, it was still there, so was advised to get a new rear pivot, as it had probably worn. Fair enough, ordered one from cannondale (in January).

It arrived 2 weeks ago. I fitted it a few days ago (for the first time I'd ridden that bike in a while) and the play is still there. I recon that the play in the worn pivot has probably caused the actual frame to wear a tiny bit (likely??)

so, is there anything suitable for packing the gap, which will take the load forces? i can't think of anything that I can coat the axel with to take up the 'slack' room, but still allow me to get the axel in and out? the gap is probably 1/100mm or something, but its massively magnified because of the length of the back end (where there is 3 or 4mm play)

Any ideas?

I'd suggest an engineering company or framebuilder reaming out and sleeving it to the correct size, failing that you may be able to bodge it with metal shim depending on how badly it's worn.
