It's a very personal thing, why would you set you bike up like other people 😉

Depends on the bike. fixiehipster****bike - bars a bit below the seat. mountainbike - about level. commuter - bars about 4" above the seat. Tandem - bars about 1" above the seat
I like my bars at the right heigh, I use the number of spacers that gets them to a comfy position - it was 3 now it's 1 (oh and they are all different heights) and the sweep on the bars compliments that.
