I have a couple 18650 battery packs from ebay special bike lights - but lost the charger.
Would this be suitable?

I wouldn't be charging 18650 batteries with anything but a dedicated charging unit.
I won't even use the usb on my vape to charge 18650/21700 batteries. The batteries come out and go in to a Xtar charging unit.
I use a pucker magicshine charger to charge my cheapo ebay batteries. The charger has outlasted 3 cheapo battery packs
The cells are soldered together so I can't charge them individually in a charger :/
Those appear to be power adaptors, so are unlikely to have any means of turning off once full charge is reached,. Thus over charging, overheating and potentially igniting your battery packs. Unless all the clever electronics are in the cells these days?
At least buy something labelled as a charger...
