Chain sticking on outer ring. (Roadie Content)

Mrs Panda has a new Planet-x road bike, with SRAM red and FSA cranks. Every now and then the chain will stick on the outer ring when she shifts down. It is really stuck on, you have to pull it off by hand. Any ideas what is causing this?

any burrs on the ring? bent teeth? damaged chain links? how much crud is there on chain/chainring?
