1 most people behave when the big boss is round and 2 how often was he in meetings etc with the guy?

He can't say anything else otherwise he has to go to for not dealing with the issue

He might not have heard him use those words but did he know that it was a problem. Fotheringham implies Suttons behaviour was an issue raised in post London 2012 review, and he was sacked for a time post Beijing.
