I've got a pair of avid elixir 7 trail 180mm rotor and when I'm riding around the street the breaks work fine I can put the breaks on and try push the wheel and it doesn't move. But when I'm riding trails the breaks don't seam to work properly and I put on the breaks and try move the wheel myself and I can. This is really annoying how do I fix this?
Bleed them?
Or the usual advice for older Avids, throw them away and buy something decent.
When on a break, you aren't meant work.
Unless you meant brakes that is...
Disappointed it doesn't say "breasts not working" bloody STW clickbaait titles
Try to avoid errors in your own writing when correcting someone else!

Possibly you have contaminated pads. Could try changing them after cleaning the discs well with alcohol (Isopropyl, not Pinot Grigio)
Then go easy on the sprays/lubes...
Could be loads of things. Start with the simple stuff
Properly fitted and adjusted?
Lever adjusters need adjusting?
Pads worn out?
Pads/discs contaminated?
Need bleeding?
That said, Avids aren't the most reliable brakes out there, a full Avid service is generally "replace with Shimano"....
