I reckon so... I give a ting-ting when I'm approaching a rider, then the usual "on your left" when I'm ready to pass...

Just lets them know someone is comeing up behind, rather than immediately behind...

Plus.. this isn't a specific race bike.. it's just my SS with a bell (and mudguards!). I ride it all year round, and I quite like having a bell on a bike!!
