Is it the same as the 'old' 20mm but just with a 15mm axle instead?

No and yes.
Both are 110mm, however...
20mm was just a qr hub with a 20mm hole and 5mm wider spacers each side. The disc spacing was the same relative to the hub centreline.
Boost is 10mm added to the centre of the hub (to move the flanges wider) so the disc spacing is 5mm further from the centre of the hub than a standard qr (or 20x110) hub.
