I have never had a problem bleeding hayes 9 brakes in the past but can't seem to bleed some where I have fitted new pistons. I am using a syringe to pump fluid in but can't seem to get pistons to move when moving the lever.
maybe try starting with the pistons a long way out, but retained so that they don't get pushed out ( obviously! ), then give a good bleed, then push the pistons as far back as you can possibly get them, then bleed again?
thinking that if air is stuck behind the pistons you're not really getting down there with the normal bleeding method?
likely that if you can get them moving this way, it would be sensible to leave the bike overnight, right way up (!), with the lever tied back to the bar, and this may encourage any more air that is in there to the top of the system.
Have you lubricated the pistons? May seem a little silly but I found with some GT85 on my new ones they slid out easily as they were stiff. Have you cleaned the calipers?
