Got this from a neighbour, had grand plans for it but don't really have the time.

I'd still do it up even if I didn't have the time, I'd just take longer to do it.

I'm biased though, used to ride one many many many years ago.

When I worked in a lbs late 70's we'd tell people it was to keep the brakes clean 😁

Looks in good order under the grime?

If it was mine I'd either do a full restoration for fun and probably summer-ride for a while and then flog it, or...if my size then keep it. Those bikes were made to gleam and sparkle in the sunshine along hot country lanes to cool rural pubs.
