Would a big volume 2.1 tyre not be a 2.2 or 2.3? Or do you mean a 2.1 that doesn't actually measure 2.0 or 1.9?

well some tires say 2.1 but are very narrow like schwalbe and certain maxiss. I've heard nevs are big volume.

Some tyres are taller which give them extra volume.

Rubber Queens come up big, (2.2's - I know) - Not sure I'd ride for XC or Marathon events though - objectives seem a little incompatible?
