Can anyone recommend a good quality bearing press for replacing wheel and frame bearings.

Its easy and cheap to make your own - threaded bars, nuts, washers, old bearings. I've done a fair few and you dont need a specific press really. They make the job easier, but unless time is of the essence, make your own and take your time - you can still make a pigs ear of it with a bike specific press, so even then you'll have to be just as careful
