I've checked a size guide for these and it looks like they're euro-roadie and a size lower than you might imagine at every point?
I'm currently a natural 30 and tend more toward 28 as the year goes on. I'm a Small in Spesh shorts sizing.
Am I going to want Small of Medium? The chart I've seen seems to show 26-28 as Small and 30-32 as Medium...

I can only give you advice based on the Attack and Semidry 3/4's which come up big. I'm a similar waist size to you and the small attacks are adjusted to very close to their tightest. The Semidrys are a little closer fitting but still plenty of room in the smalls.
