i ordered a DT swiss shock at 190mm expecting it would fit and it clearly isn't going too. who makes 185mm rear shocks?

185mm eye to eye? would have thought custom is your only option (or speak to the frame manufacturer).
surely you can't mean 185mm eye to eye & 2.75" stroke though, most 2.75" stroke shocks are 222mm eye to eye.

in who's universe is 185mm = 2.75" ?
it's closer to 7 & 9/32"

Seems the idiosyncrasies of a tape measure are baffling you so before wasting any more time/money I'd suggest you contact the frame manufacturer.
