I have a 2017 Defy Advanced running 28s on 17mm internal width OEM wheels. They're chuffing heavy and not tubeless friendly.
The clearance is OK (OEMs here)
Ideally I want some same weight or lighter 40mm/45mm aero wheels and 28s.
Hunts are coming up as 22mm internal so I tried the 19s from the gravel bike (also road 28s). Looks a bit more snug but not unacceptable. Slightly off centre due to relative brake disc position
I think 22 internal might be pushing my luck. It's certainly getting closer to limits.
Thoughts (including slightly narrower sensible priced aero wheels with a smaller inner width)?
I have a pair of Fulcrum Wind 40:
19 mm width. They've been solid. I actually use them as road / winter wheels for my gravel bike, so have plenty of space for wider, but got these ones for now-irrelevant reasons.
Some Fulcrum wheels are 17mm I think, check out the Racing 0 carbon if you can still find any, I wanted a set but the rim brake version is discontinued it seems 😭
I think that the standard measuring rim for 28mm is 19mm internal.
The 22mm might add another 1.5mm to the width of the tyre, although you'll lose a bit of height (diameter). This might be pushing the width and possibly force an increase in pressure to keep the rim from bottoming.
19mm will give max volume and reasonable pressures
An alternative is to just use 25mm tyres on the wider rim for a similar overall volume to 28mm ones on a narrow rim and have a better wheelset for future use.
After seeing both I'd rather spend less on an Elite wheels aliepress wheelset rather than a Hunt set. A friend has done a few thousand km's on these.

If you're happy to go even more off the beaten track I got a set of wheels built up by Zen Carbon Wheels to my own specs that will survive winter use (H-works cx hubs, sapim spokes, brass nipples and their own rims). There's plenty of other small OEM's who offer a similar service.

I always think the 28s on the gravel bike sit really nicely on 19's with just a small amount of rounding. Most road wheels now seem to be coming up as 22 internal width. I assume this is to get the most slab like side wall profile. Even normal/shallow rims seem to be 20 internal as a base line.
I like the Hunt 40 Carbon Disc and it seems they're tyre friendly down to a 25 (and option to be delivered with some Vittoria 26's) so allowing for volume growth from the wider rim I'd probably not lose much volume vs. now and with tubeless a bit more pliability generally. There's also the AliExpress options.
Time to waste the morning on Google as the rest of the house is out and I'm looking after the dog.

I run 30c GP5000s on an open pro rim just fine, they come up more like a 28c and fit under my classic carbon Ritchey fork. Slight lightbulb effect but nothing awful. They are 17 internal and really fit a 25c perfectly. Your last image looks too tight to me. I have middle width 19mm Giant carbon rims that suit a 25c GP 5000 tubeless and I am running wider still 21mm Hed Jet Black with a 28c tubeless on the front. I don’t think anything wider than 28c is needed on our dreadful Surrey shit roads, so 19mm is good and 21mm with a 25c is excellent. But I rode 140km on the below yesterday and the ride is superb. I don’t worry about aeros on this bike.
My 32mm GP5000 bought in 2020 measures ~30mm on my 17mm IRW Hunt Aero Light Disc and ~31mm on my 19mm IRW Fulcram Racing Sport 77.
On my 21mm IRW gravel ebike wheel I'd expect it to be at least 32mm and on my 23mm IRW Alex Volar 2.3 I'd expect 33mm+.
On my VEL 50 RL 20.3mm IRW, a 2023 30mm GP5000 measures 30mm and a 25mm Pro One measures ~27mm.
I don't think I'd risk 23mm or 25mm tyres on 22mm IRW wheels, which you would need for 3mm+ clearance around the fork, so I'd look at ~20mm IRW wheels max.
And check clearance on the rear wheel before splashing out, if you haven't already, it might be tighter than the front wheel.
I have a 2017 Defy Advanced Pro, which I think has a different fork to the Advanced. I'm running 28mm GP5000s on SLR-1 50 wheels, which are 22mm internal. The tyre measures exactly 30mm and clearance is fine.

Answer seems to be 25/26mm tyres on any new wheels or just stick with the existing wheels with 28s (once I've done all the bearings).
