Pulls on, does the job. Won't return. Stripped and spring looks ok? Something at the lever? Rear brake.
Either the cable is dead or the caliper it self is stiff
If you squeeze the caliper by hand does it spring back apart ?
And did you have it all apart or just off the bike
A few common reasons are corroded cables sticking. And worn pads catching the rim.
Both are consumables and need to be changed as and when.
Oh and add calipers being over tightened as that can crush the mechanism.
All the cable radius's okay?
Undo cable from pinchbolt. Does it return then ?

with no cable does it return? I have known the cheaper shimano callipers to corrode. There are a couple of washers that can seize.
Cable disconnected, hold the tail, pull the lever, all good. Compress the caliper at rim by hand and no return. All stripped on the bench and reassembled. No joy, still sticking on. Played with the torque on the bolt attaching the caliper to the frame, nil difference.
You've not reassembled it correctly.
I've got some cheaper shimano ones that do that and a good dose of WD40 sorts them for a while and then they seize up again. From this is assume it's result of a couple of winter's use taking its toll.
