This deserves an accolade just for using the term 'thus spake'. 😀
The billboard is technically incorrect though. And honest man would not steal, otherwise he would not be an honest man.
Maybe he's pretending to be honest.
Is he a politician?
This would translate as: "Hey devoted husbands/partners, great news!!! It [i]is[/i] alright to have a lapdance! See, we found some rather lame proverb to back us up on it. Once she's heard it, she'll be [i]fiiiiiiiine[/i] about it."
