Want to get a small (probably android) device for my kid which will play music, games, etc but not for calls. Or is a phone without a sim card just as good?

Yes a phone without a simcard will also do, but will most likely have a small, low resulution screen for games.

Pick up a second-hand iphone 4/4s/5, or get an iPod Touch, leave the SIM out of the phone.
Using an old phone gives you GPS tracking via Find My iPhone, although accuracy will be compromised a bit because it can't use cell-tower triangulation to improve accuracy.
Certainly an old 4/4s is a really good, tough phone, put a screen protector on it and it'll take a lot of punishment, because the frame is steel, not ally.
Huawei Ascend Y330, 4 inch screen, runs apps, photos, video, games etc. Just dont put a sim in, wifi will work fine. £50, my 12 year old is happy with his. He barely used his ipod.

You can get a small tablet - storage options scroll pocket 4.3" tablet.
Thanks, hadn't noticed/seen any 4" tablets around before. Could be ideal.
