What does this blue...
 

What does this blue sign, err, signify?

A friend spotted this on a wall outside a pub in Shrewsbury and asked what I thought it was. I've seen similar, and assume from the fact that it's blue, that it's probably something to do with water, and maybe identifies an 80mm pipe buried at 1.7m? However I couldn't make a stab at the 'WO' even if the other two parts are somewhere near right (apart from 'W'ater, probably)
So, it seems likely the great minds of STW will know. What say you, please?

It indicates the position of a 'washout valve' on a water main. Top number, I think, is the size of the main, the bottom one is how far away it is from the sign.
