I have a scanner which has a rating 24v-0.75A
Can I use a regulated AC/DC adaptor 9v - 400mA 3.6VA without damaging the scanner?

If the scanner needs 24V, how will a 9V supply give it enough juice?

You won't damage the scanner but it won't work. Because that power supply is much too feeble.
