Being able to send emails for free.
If you had to pay a tiny nominal fee, say 0.0001p, normal people and companies wouldnt notice, but spammers, sending out millions a day certainly would.

Seadog, there is no such thing as free email - someone IS paying for that server infrastructure and bandwidth. A lot of spam is sent through insecure or virus compromised machines. Even at your rates a million messages would cost £1. Not too hard to make that back if your catch rate is right.
