So I need a smart shirt but with short arms I always struggle. I see lots of regular and long but no short.

I need a 14.5 collar and 32 inch sleeves. My last shirt was 33 inch sleeves and needed adjusting so want to avoid that.

Double Cuff and choice of colours would be good.

Can anyone recommend a shop?

Have a look a TM lewin online. You can customise the shirt collar, body and arm length. I like them as they fit my gibbon like arms. I assume they do shorter as well. Charles tyrwhitt are similar and both have a perennial sale or offer on if you look around.

Charles Tyrwhitt allow you to specify sleeve length independently of chest size and length.

As above, go for Charles Tyrrwhitt. They can accommodate pretty much any sizes. I have the opposite problem - 15.5" collar, extra slim fit, 36 inch sleeves.

Their shirts can appear a bit expensive but if you get on the mailing list there are always discounts and sales. 4 shirts for £100 is about par for the course.

I've not bought any from them for a few years and the fabric choice is rather underwhelming (there used to be some more interesting stuff) but the fit and quality were really good.

Pop into a store and get measured up and fitted, they had most stuff available to try on in store in all the combos got a couple last week and I struggle to get anything that fits well
