That. Is. Rubbish. Sorry, but it is so badly executed. Just backs up what I always say, either draw it yourself and make sure it's perfect or make sure the tattoo artist knows how to draw! There's [i]no[/i] excuse for a design like that to be so bad. Epic fail.
