Can I pay cash into an RBS account at another bank? Say Barclays or Lloyds?

Don't think so, why not just open an Internet cafe or crystal shop if you need to launder some cash?

Usually not. If you're a customer with that bank they might accept it if accompanied with a bank giro credit though.
