Its more a problem with giving a dumb ass meathead some authority and a weapon rather than 'only in America'

In west Yorkshire the police tazered a man for being in a diabetic coma . They also put a man in a cell for being odd for an illegal 26 hours and mocked him throughout . He was dying of a brain hemorrhage. So not only in America.
