I was out with Kendal Mountain rescue the other day.. it seems mountain rescue teams are having a bit of a tough time, both with funding and tax breaks.
I reckon there biggest problem is they are all individual groups rather than a country wide thing like the RNLI.

Possibly also impacted like RNLI (parents do a lot with them) by 'cultural' changes - less fishermen, seamen, smaller navy etc etc means less and less skilled volunteers = more training = more cost .....
