I am aware that Windows licences can legally be migrated from one computer to another by a personal user, so long as you stop using the software on the first computer (Microsoft even have an info page on this). However, is it legal to swap a licence with someone? For example, if I have a spare product code for a version of Win7 Starter (no disk) but need a product code for XP Pro (have a disk!), could I legitimately ask if anyone wants to swap?

If either of them are OEM versions, no is the short answer. The install media isn't an issue I don't think.
