I am in process of doing a court summons for a former tenant (unpaid rent, damage, cleaning usual drill). However, as with most former tenants I have no idea where he lives! The only address I have is his former address which is his mother's (I strongly suspect he has moved back there although as he doesn't seem to dig joining the electoral register/pay council tax there isn't much hope of locating his as such).

Can I send it to his mother's address?

Doesn't it have to be their main place of residence? Or handed in person?
