The 12000 is just in the national park so comparing that with the entire north west region is obviously going to give uncomparable figures.
The Lakes is a very wonderful place with loads of nice folk in it.
BUT
There is also a significant minority of nasty corrupt and evil folk in places and positions of influence and authority. Many public projects in my neck of the woods (Broughton in Furness) are attempted by bullying, threats, lies and malfeasance and not by consensus and agreement with the people who own the land involved. The authorities with power to curtail these activities bend over backwards to minimise the effect of any action on the wrong doers, and other councillors and worthies turn a blind eye and do nothing. If you, as an individual, try and do something to stop unlawful behaviour by these folk, you are made to feel very uncomfortable. It can be a shit place
Yes, it's a beautiful place but there is a nasty dark side to it.
Perhaps it is getting what it deserves!

If it's unlawful, take it to the Police. Everywhere has wide boys and bullies. You're not really suggesting that a few bullying councillors can get the green light for a nuclear repository?
