Heres a simple suggestion, borrow a wheelchair and trundle round your local town/shops for half a day with a freind to take pics and see how difficult it is to navigate streets/parked vehicles/kerbs, and much more.
Done it for work and its a real eye opener.
oh and dont let your freind help you navigate kerbs or any other obstruction, youre on your own.
One of the many issues that my sister in law had to deal with that eventually lead her to dignitas, was falling out of her wheelchair trying to negotiate an inconsiderately parked car.
On a lighter note, you were lucky it was just £35, I got impounded for a similar offence a fair few years ago - £60 fine plus £150 towing costs plus jumping through hoops to prove the car was mine before they slap another £50 per day storage...

One of my first jobs included advocacy for disabled access groups. To this day I get angry with pavement parkers who just don't think or don't care. This is a heartbreaking example of why it matters.
