Possibly because you can't see the fence against the background? Although 'warning - Fence' might make more sense.

The fence is green. They're warning you about the paint so you dont sue them while trying to climb the fence and getting paint on you (like the need to put up signs about anti-vandal paint)

Is it not customary to just say 'Wet Paint'? I've never seen the colour specified before.
