I have an iPhone 3GS 16g
Can the phone be used as a wireless modem to connect another device to the Internet ie laptop

dunno, but isn't that called tethering

Apparently...it was in the manual i think.

Never tried though.

Make sure it is plugged in, the battery will last about 30 minutes

And make sure your tarrif allows for thethering, otherwise it might cost you a packet!

Yes. But you need to buy this ability in your contract. It costs extra. Unless your phone's jailbroken in which case there might be workarounds. You might be better off getting a MiFi device as that can provide WiFi to up to 5 things at the same time with the same sluggish 3G data rates.

Do you mean to connect via wifi (your laptops wifi doesnt work or something) or via 3g?
