YHA ambleside, not sure if they take pets though.
The old borrowdale YHA is good also, called the derwen****er independent hostel now. http://derwen****er.org/
is it literally on the Borrowdale bash route and is about 2 steps from the lake with a steamer stop just down the road 100m or you can walk into/from keswick takes about 20/30 mins, or cycle of course!

Wast dale YHA is as lovely a setting as you could wish for.
Fell End Bunkhouse fits your requirements except that it's just outside the Lakes in the Howgills. Cheap, basic, warm, pet friendly and great riding from the door. It's pretty remote so you can bring your booze, BBQ etc and have a great time with friends.
