Can someone recommend me some free software capable of coverting AVI (xvid/MP3) to WMV format, preferably something not too bloated.

Why WMV?

Was going to suggest handbrake but it doesn't seemingly output to WMV, so try XviD4PSP. I've tried this as I was having issue with Handbrake and subtitles, seems ok though it supposed to support WMV output, I can't see how you choice the option off-hand.

Seems an odd format to be going to though. Windows Phone?

Funny, that was the first one I'd found that was 'recommended' rather than a raw google hit.

I use FF at work seem pretty good at what it does.

I'll try Format Factory. I need to use WMV to distribute to people at work, some of then remote workers, and I have no way of knowing who has the correct codecs installed. WMV will suit everyone. Google comes up with several indeed but I don't want to spend hours installing and un-installing stuff that doesn't work.
