Would you lay new felt on top of old, as long as all is smooth and snag free? I hate heights and it's looking like a much better option for me at this stage! I'm also not sure the roof will take my weight.

I don't. I take the opportunity to give the roof a coat or two of preservative once the old felt has been removed.

No. Whip the old stuff off and inspect the wood sheets underneath. I'd replace with rubber sheet instead of felt for a more durable solution that won't degrade.

No, for the amount of effort I'd take the old stuff off. I can't see how you need less access to remove the damaged stuff than put new on. And if it's been leaking the roof panels might be damp or a bit rotten below.
