I've sold something on eBay and the buyer hasn't paid. (been a week and I've sent reminders).

Do I just re-list or do I have to open up an unpaid buyer thing in the resolution centre. I'd rather not do the later as I want to re-list this weekend and tell the buyer to sod-off!

What options do I have?

Re-list- and add the non payer to your banned list. If you are really miffed then wait until the npb lists items for sale, buy the whole lot for way over the odds and then don't pay. This is especially effective for shops on ebay with lots of buy it now stock, you can clear them out for a few days while they harass you for payment.

What to do about a buyer who pays and then fails to collect the item .

I sold a table and chairs only made £3 but the buyer never came for it
listed it again and it went for a similar price to a different buyer who paid but it is still in my shed 2 months later .
buyer lives 15 miles away I even offered to deliver for £15

might chop it up for firewood

trout - tell them you're now charging to store the items and they will be charged £5 per day they remain uncollected.
