[Closed] Earth to neutral short circuit in flat wiring. Does it matter?

Found out the earth and neutral wiring circuits are shorted in my flat.
Can't work out if I should be worried...

Please explain what you mean please.
Is it the incoming supply, where they are joined?
If so, then nothing to worry about.
If not, get a sparky in to do a few quick tests to tell you if it is safe.

Was wiring up a new plug socket and happened to test the earth and neutral wires with the meter

Earth & neutral are connected at the point of generation (the star point in the generator) you need to remove the neutral incomer before doing that test on your circuit.
If you had a short earth to neutral on your side of the consumer unit, it would stop any RCD devices from working correctly.

Do you mean that you have a TN-C earthing arrangement ( http://en.m.wikipedia.org/wiki/Earthing_system)? Or do you mean there is some kind of accidental shorting going on? Either is not ideal but the latter needs immediate fixing.
