what rules did they break, it may effect them in when players go away for african nations but on the whole they are still strong enough to challenge for cups. They'd never do that to barca or real.

They signed a player under contract to a French club (Lens?). FIFA found that Chelsea had 'enticed' him to break his contract. Or something like that.

On the occasion of its last meeting held on 27 August 2009, the Dispute Resolution Chamber (DRC) was called to pass a decision in a contractual dispute opposing the French club Lens to the French player Gael Kakuta and the English club Chelsea.

The French club had lodged a claim with FIFA seeking compensation for breach of contract from the player and requesting also sporting sanctions to be imposed on the player and the English club for breach of contract and inducement to breach of contract respectively.

The DRC found that the player had indeed breached a contract signed with the French club. Equally, the DRC deemed it to be established that the English club induced the player to such a breach.

As a result the player was condemned to pay compensation in the amount of EUR 780,000, for which the club, Chelsea, are jointly and severally liable, and sporting sanctions were imposed on both the player and Chelsea in accordance with art. 17 par. 3 and 4 of the Regulations on the Status and Transfer of Players.

A restriction of four months on his eligibility to play in official matches has been imposed on Kakuta. Chelsea are banned from registering any new players, either nationally or internationally, for the two next entire and consecutive registration periods following the notification of the present decision. Furthermore, the club, Chelsea, have to pay Lens training compensation in the amount of EUR 130,000.

Don't think it will affect the result of this years title. Chelsea look like runaways to me.

I would have thought Chelsea were expecting this so if they were in any way worried about being short on numbers they would have bought a few more players in this transfer window. As it is they left things alone and secured a few of their players on longer term deals. I reckon Chelsea are confident that they can cope.

absolutely shocking a football governing body taking a stand on ilegal transfers and bungs, the FA would never have allowed it to happen, not to a cash cow like chelsea
theyd have got their legal boys on it in a second hushed the entire thing up, sent some heavies round to have a chat with anyone who disagreed and been back in the boardroom by 3pm for brandy and cigars!

That's a bit shit and not really fair on Chelsea. Man Utd have been found guilty of tapping up, Liverpool have also and did chelsea not tap up Ashley Cole and not get this type of punishment.

Liverpool fan here.

Erm yes and that is why this one is so severe as they dont seem to be learning their lesson

Whilst the others clearly do this they also do it woth more skill and / or subtelty than Chelsea.

I think it's the start of FIFA & UEFA cracking down on English clubs and their massive spending power, if we're honest and remove Real from this the "Big 4" have driven wages and transfer fees out of this world over the last few years.

Football has turned into a business that happens to deal with sport, not sport that has business on mind. I kinda get the feeling it may implode on itself in a few years.

Not so sure about the massive spending power of British clubs, playthings of oil billionaires aside, if you look at the wages

"Let's say a guy who gets pounds 1 million [gross] earns pounds 600,000 [net]. With 50 per cent tax you have to increase wages by 20 per cent to keep him at pounds 600,000.

"In Spain they pay 25 per cent tax for the first five years. It is a lost battle. We are privileged people and we can't complain but compared to other countries it is a disadvantage for the Premier League.''

Deloitte, said as a direct result of the difference in the tax rate, English clubs would have to spend 70% more than a Spanish club to satisfy a net annual wage demand from an overseas player of three million.

It said giving a European player a net annual salary of 3m euros (£2.6m) would cost an English club 6.8m euros. But a Spanish club needs only pay 4m euros to deliver the same net salary.

The UK figure is also higher than clubs in France (6.7m euros), Italy (5.7m euros) and Germany (5.4m euros) would have to pay - which may account for the lack of targets coming into the club.

Deloitte points out that overall Premier League spending has unexpectedly fallen for the first time in more than six years and foreign talent has slowed significantly, with only a third of all Premier League spending going toward recruiting players from abroad compared to around half last year, which no doubt had a bearing on potential foreign targets coming into the club.

I'd say the guys got a piss poor financial advisor and accountant if he's paying that much tax.

Good move. The big clubs pay no attention to the measily fines given out by the authorities, so hit them where it hurts. Good move FIFA. Bring in some rules on debt levels, a wage cap and domestic player ratios and we'll be getting somewhere.
