Can someone explain why kids get plastic plinths with a tiny bit of padding on top, but short adults get a proper cushion? Is there any reason I can't get a cushion marketed at adults for my 10 year old kid?

Structural strength.
For kids its about ensuring that the seatbelt works properly.
For short arse adults it's about comfort.
You could argue that short adults should also have to use a structural one, but that would be heightist.
